이스라엘-가자지구 즉각 휴전을 촉구하는
국제 인권・인도주의 단체 공동 성명

국제앰네스티 한국지부, 국경없는의사회 한국사무소, 세이브더칠드런코리아, 그리고 옥스팜코리아는 전례 없는 인도주의적 재앙을 목도하며, 이스라엘과 점령된 가자지구의 모든 당사자들의 즉각적인 휴전을 촉구하고, 한국 정부를 비롯한 전 세계 지도자들이 휴전을 지지하고 이를 위해 가능한 모든 노력을 다할 것을 요구한다.

UN인도주의업무조정국에 따르면 10월 30일 기준 이스라엘의 폭격으로 인한 누적 사망자 수는 8천여 명이며, 이 중 70%가 어린이와 여성이다. 현재 가자지구에는 140만 명 이상의 국내 난민이 발생했으며, 그 중 약 67만 여명이 150개의 유엔 팔레스타인난민구호기구 (UNRWA) 보호소에서 평균 수용인원의 3배가 넘는 환경에 놓여있다.

가자로의 이스라엘 지상작전이 확대되는 가운데, 2백만 명 이상의 가자지구 주민들은 재앙과도 같은 인도주의 위기 속에서 생존을 위해 고군분투하고 있으며 이스라엘군은 가자지구 북부에 남아 있는 민간인들에게 지속적으로 떠나라고 위협하고 있다. 이러한 공격은 가자지구 민간인들에게 재앙적인 결과를 초래할 것이다. 이스라엘의 민간인들도 하마스와 가자지구의 다른 무장단체들의 무차별적인 로켓포 공격을 계속 받고 있다.

이에 대해 지난 10월 27일 유엔 총회에서 가자지구에서 이스라엘군과 하마스 무장세력 사이에 <즉각적이고 항구적이며 지속적인 인도주의적 휴전>을 촉구하는 결의안(A/ES-10/L.25)이 찬성 121, 반대 14, 기권 44로 통과되었다. 이는 유엔에서 도출된 첫번째 공식적 대응으로 회원국 중 대다수가 휴전을 지지한다는 국제사회의 대세적 요구를 반영한다.

여기 모인 시민사회단체들은 더 이상의 참혹한 수준의 고통을 막고 모든 민간인, 환자, 구호 및 의료진을 보호하기 위해 긴급한 휴전을 촉구한다.

이제 한국을 비롯한 44개국은 ‘기권’이 아닌 휴전 ‘지지’로 더이상의 인도주의적 재앙과 민간인의 사상자가 발생하는 것을 막아야 한다.

즉각적인 휴전은 민간인들을 보호하는 가장 효과적인 방법이다. 여기 모인 단체를 비롯 구호단체들이 가자지구에 충분한 구호품을 공급하고 이를 안전하고 조건없이 배분할 수 있도록 하기 위해서도 필수적이다. 또한 생명을 구하는 의약품, 물, 장비 등 병원에 절실히 필요한 물품을 공급받을 수 있는 기회가 될 것이다.

이에 여기 모인 국제 인권 및 인도주의 단체는 한국 정부 및 전 세계 지도자들에게 다음과 같이 촉구한다.

● <즉각적이고 항구적이며 지속적인 인도주의적 휴전> 촉구하는 유엔 총회 결의안에 따른 휴전을 지지하라.
● 즉각 분쟁 당사자 모두가 휴전하고, 민간인 보호를 위한 즉각적이고 포괄적인 인도적 지원이 제공될 수 있도록 모든 노력을 다하라.

Joint Statement: International Human Rights
and Humanitarian Aid Organizations Urgently Calls
for an Immediate Ceasefire in Gaza and Israel

Amnesty International Korea, Medecins Sans Frontieres(MSF) Korea, Save the Children Korea and Oxfam in Korea urgently call for an immediate ceasefire by all parties in the occupied Gaza Strip and Israel to prevent further loss of civilian lives, and to ensure access to life-saving aid for people in Gaza amidst an unprecedented humanitarian catastrophe.

On 30 October, significant Israeli ground operations within Gaza continued for the fourth consecutive day, alongside intense bombardments. This brings the cumulative fatality toll reported by MoH in Gaza since the start of hostilities to 8,309, of whom 70 percent are said to be children and women. More than 1.4 million people have been internally displaced, 670,000 of whom are currently sheltered at the 150 UNHCR UNRWA facilities which are operating at three times the intended capacity.

With the ground offensive by Israeli forces starting, more than 2 million people in the Gaza Strip are struggling to survive amidst a catastrophic humanitarian crisis. The offensive by Israeli forces into Gaza is likely to have cataclysmic consequences for Gaza’s civilians, and the Israeli forces continue to order ‘evacuation’ threats. Civilians in Israel also continue to come under attack from indiscriminate rocket fire from Hamas and other armed groups in Gaza.

In an urgent response to this unprecedented humanitarian crisis, the UN General Assembly adopted the resolution “Protection of civilians and upholding legal and humanitarian obligations” (document A/ES-10/L.25) on 27th October by a recorded vote of 121 in favour to 14 against, with 44 abstentions. This resolution was the first public action from the UN, and it indicates a widespread demand of the international community that most UN members support an immediate ceasefire.

International human rights and humanitarian aid organizations urgently call for an immediate ceasefire necessary to protect all civilians, patients, health and rescue workers and prevent further staggering levels of human suffering.

The 44 countries that voted abstention, including South Korea, must call for an immediate ceasefire by all parties and put an end to the ongoing humanitarian catastrophe in Gaza.

An immediate ceasefire by all parties is also the most effective way to protect civilians as warring parties continue to commit grave violations. A ceasefire is also vital to enable aid agencies to get sufficient relief into the Gaza Strip and to distribute it safely and unconditionally. A ceasefire would give hospitals an opportunity to receive life-saving medicines, water and equipment they desperately need, as well as to repair damaged wards.

Therefore, international human rights and humanitarian aid organizations call for the South Korean government and world leaders:

● Reaffirm the support of an immediate ceasefire in favor of the UNGA resolution “Protection of civilians and upholding legal and humanitarian obligations”
● Take all measures for an immediate ceasefire by all parties and for immediate and comprehensive humanitarian aid
